|
In the report presented at IET conference the author considers modern tendencies of the Russian economy development and its perspectives. Special attention is paid to premises of stable long-term growth. Among them are: improving of the business and investment climate, guarantees of property rights, reform of the financial sector. The author looks at the future of the Russian economy with a great deal of optimism.

Russia: Is Deprivatisation Inevitable? (The Phenomenon
of Power-Property in Historical Perspective)

The authors give a political economic characteristic of power-property as an element of the economic system of oriental type (despotism). They consider power-property as a system of social, political, economic and legal institutions. The authors analyze the genesis and evolution of power-property institutions in tsarist and Soviet economy of Russia. They argue that privatization inefficiency and present processes of centralization are predetermined by traditions of oriental despotism. The empirical evidence of development of power-property in post-Soviet Russia is provided. Russian privatization is explained as an element of the oriental despotism cycle.

Gas and Electricity: Regulation and Reform

|
The electricity and gas industries represent two of the most complicated and critical areas in the Russian reform agenda. This chapter considers the state of these industries and reform options. A primary conclusion is that regulatory reform, including a genuine independence of regulatory organs and enforced regulatory commitment, together with a sharp reduction of massive implicit energy subsidies, are critical measures for solving the most important current problems in the energy sector. These measures would create much more rational economic incentives for production and use, help attract needed substantial outside investment, and avoid an energy crisis. International experience also indicates important possible benefits from organisational reforms that separate natural monopoly transmission and distribution from production and supply, thereby supporting the development of competitive markets based on non-discriminatory access to the network. The realisation of such reforms has been difficult even in countries with developed regulatory institutions, however. In the Russian case, the success of any such reforms will depend critically on the realisation of regulatory reform measures.

The State Policy in the Russian Industrial Complex
and Its Transformation during the Reform Period

Forming and implementation of the state industrial policy are considered in the paper on the background of the deep transformation of the Russian industrial complex. Key problems arising during its course are analysed, basic principles and tendencies of the state mid-term industrial policy are described.

Non-market Sector in the Russian Economy

The article focuses on the analysis of the non-market sector in the Russian industry. The methodology of the research is based on calculation of value added and cumulative debts of enterprises. The authors show that the share of the non-market sector in the Russian industry dramatically decreased in 1997-2000. However modernization of the Russian industry is going slowly.

Factors of Value Added Creation in the Russian Industry

The goal of the study is to select and analyze groups of factors that influence (or may influence) value added creation and redistribution in the Russian industry. The selection and grouping of significant factors allow to depict the value added creation (and destruction) process in particular Russian industries and groups of companies. Such an analysis contributes to development of effective measures of industrial and macroeconomic policies directed at the acceleration of economic growth. The analysis is based on the data collected through a special survey carried out in 2001. The survey embraced 1000 companies with 512 returned filled questionnaires.

The collection of materials is devoted to the development and deepening of mutual relations of Russia and EU. In the article by V. Mau and V. Novikov the premises of shaping the common European economic space are considered. Special attention is given to the possibilities of import of European institutes, scrupulous analysis of acquis communautaire is given. In the presentation by V. Khristenko on the Fourth Round Table of the EU-Russia industrialists main problems and obstacles to development of mutual cooperation are named, and in "Joint Conclusions" of the Round Table main directions of Russia's integration in the European economic space are scheduled.
