V. MAU. Economic Policy in 2010: In Search of Innovations

The article considers basic trends in economic policy in 2010. Certain revival of economic growth is noted, but it does not mean the end of the crisis. Directions of anti-recessionary policy are revealed. The most important problems of Russian economic policy in 2010 are characterized. The necessity of searching for a new model of growth with an accent on structural modernization is stressed as well as minimizing resource dependence.

S. ALEKSASHENKO, V. MIRONOV, D. MIROSHNICHENKO. Crisis and Anti-crisis Package in Russia: Targets, Scale, Efficiency

The Russian economy failed to demonstrate its sustainability during the global crisis of 2008—2009. Though Russian authorities have realized the huge anti-crisis package including monetary and fiscal measures, the economy seems to lose its momentum. The Russian anti-crisis package in its size was comparable with the programs implemented in other countries while its efficiency was not high enough. The authors try to explain the reasons for that.

C. HERRMANN-PILLATH. A Neurolinguistic Approach to Performativity in Economics

What makes institutions "real" ? One central notion has been emerging recently in sociology, which is ‘performativity’, a term borrowed from the philosophy of language. The author proposes a neurolinguistic approach to performativity that is based on John Searle’s theory of institutions, especially his concept of a "status function" and his explanation of rule-following as a neurophysiological disposition. Positing a status function, the article shows, is a performative act. The author applies the concept of "conceptual blending" borrowed from cognitive science to the status function, and gives empirical applications from the research on performativity in financial markets. He also sketches the underlying neuroscience framework following the neural theory of metaphor, which is illustrated empirically with examples from behavioral finance and neuroeconomics.

I. ELISEEVA. Russian Statistics Today

In this article the key role of Russian state statistics in describing transformational processes and in Russia’s modernization is emphasized. For the last 25 years the System of National Accounts has been constructed, macroeconomic indicators meeting international requirements are being calculated. But still the national statistics keeps the archaism of the past: introducing western experience reduces the opportunities for economic analysis. The author critically evaluates the experience of implementing the Russian national classifier of economic activities.

V. BESSONOV. Analysis of Short-term Trends in the Russian Economy: How to Clear the "Fog of the Present" away?

The reasons of sharp deterioration of the analysis of short-term trends in the Russian economy are considered in the article. These reasons are caused by both the current state of the Russian economic statistics and wide distribution of inadequate technique of the analysis of short-term trends. Specific character of the economy in transition and current crisis complicate the problem as well. Possible consequences of the issues discussed are considered, and proposals to overcome them are formulated.

A. YUDANOV ET AL. Research University in Action: Experience from the "Russian Gazelles" Project

The purpose of this article is to present the methodology of the first Russian empiric research of high-growth firms (or Gazelles). Special attention is paid to the description of à research technology that suggests wide involvement of students in the process of researching (so called research university technology). We prove that projects requiring large amount of creative technical work could be implemented almost exclusively with the help of this technology. Only close cooperation of professors and a large number of students made it possible to analyze thousands of Russian firms and make detailed reports on hundreds of high-growth firms. This technology also allowed to estimate these companies’ impact on the Russian economy and study different competitive strategies and management techniques used by high-growth firms.

S. AVDASHEVA, A. SHASTITKO. Economic Analysis in Cases Settled According to the Law "On the Protection of Competition"

The article focuses on economic analysis in cases of violation of the Russian antimonopoly legislation. It presents quantitative characteristics of various tools of economic analysis, prescribed by the rules of analysis and assessment of competition, developed by the Federal Antimonopoly Service. They are based on a small sample of cases filed by the Russian competition authorities. Sources of demand for higher standards of economic analysis in cases of violation of antitrust laws are under consideration.

A. GOLUBEV. Economy as an Organism

Practicability of viewing economy not as a mechanism but as an organism is grounded. The concept of "genetic economics" that is considered in time and space is defined. The orders of economic constancy are recommended. "Genetic economics" axiomatic statements are formularized.
