V. MAU. Economic and Political Results of 2001 and Prospects
of Sustainable Economic Growth

The paper discusses results of the first post-communist decade and the year 2001, as well as the priorities of the economic policy of Russia for 2002-2003. The main characteristic feature of the Russian transformation was interlinkage of four processes: macroeconomic stabilization, post-communist reforms per se, full-scale revolution, and transformation of the industrial society to the post-industrial one. The first three processes are over, and the main objective now is "post-industrialisation". This is the central point of institutional reforms launched in 2001. The paper stresses the following priorities for the reform agenda in next few years: public expenditure reform, WTO accession, juridical and civil service reforms. The EU institutions and the integration into European Economic Area are considered as the important institutional benchmarks for Russia.

The article deals with problems of contemporary Russian economy and its component - the economic life of the Russian Orthodox Church. It is impossible to overcome the present crisis without its participation and creation of moral grounds of the economic life of the Russian society. The state should provide the Church with the necessary means in order to let the latter perform its social service. Studying the history of traditional religions should be included in the system of modern education on the territory of the Russian Federation. The author is convinced that the development of socioeconomic activities of the Church will strengthen the state power and promote the development of the society as whole.

A. SHASTITKO. The Mechanism of Enforcement (Economic Analysis)

The alternative mechanisms of contract enforcement are examined in the article. The author analyses self-enforced contracts and contracts, the enforcement of which is provided by the third party. He formulates two fundamental dilemmas of institutional development. The first one is the search of the compromise (not necessarily realized by the actors) between transaction and transformation costs; the second - the search of the compromise between opportunities of economies of scale in creation the institute of enforcement and the risk of unfair behavior of the guarantor. On the basis of the theoretical analysis the practical recommendations for the directions of institutional development of the Russian economy are developed.

Evolution of the Views

Various views on the nature of the firm that existed and exist in the economic science are analyzed in the article. The research methods that could be used in studying Russian enterprises' behavior are given. The aim of the article is to reveal what could be of interest and of significance for understanding processes in the Russian industrial world, among Russian firms. A comparative analysis of classical, neoclassical and institutional approaches to the theory of the firm is presented; the main elements of similarity and the main points of disagreement in different concepts are shown.

V. RADAEV. Russian Business: On the Way to Legalization?

Russian business is still largely involved into shadow economy. At the same time a vital necessity of legalization of economic activities is widely discussed among business owners and top managers. The problem is that the costs of legalization are too prohibitive. The paper is focused on the ways how to establish conventions among businesses and public officials aimed to develop more transparent relationships. The study is based on data coming from a set of in-depth interviews. The survey was conducted with the owners and top managers of 14 Russian companies dealing with the imported durable goods in 2001. All companies were members of the Association of trade and production companies in electronic and computer goods (RATEC). Comparative costs of different business strategies are estimated with the special attention to custom duties.

G. PESCHANSKIKH. Ways of Counteracting Fiscal Criminality and
Shadow Turnover

In the article the state and tendencies of development of fiscal police organs are considered, peculiarities of their competence, rights and obligations are shown. Basing on the specifics of the fiscal sphere and fiscal criminality in the last years recommendations are formulated aimed at increasing the efficiency of activity for providing fiscal discipline in Russia, lowering the level of shadow turnover. It allows the author to come to a conclusion that fiscal crimes and shadow turnover should be economically insolvent.

The paper deals with analysis of economic and legal prerequisites for formation of the national model of corporate governance in Russia. The author considers problems of division of ownership and management, sources of corporate financing, concentration of joint stock capital, impact of legal factors, etc. Identification of key specifics and contradictions of the current stage of emergence of the national model allows more accurate formulation of short- and medium-term applied tasks of regulation in this area.

YA. SERGIENKO. Market Models of the Corporate Sector Development

In the article two basic strategies of the market corporate sector are discussed - minimization of transaction costs and reaching economies of scale. The last one is detected to be a preferred business strategy under conditions of globalization. The author comes to a conclusion that there is a functional dependence between national financing model, ownership, institutional sphere and strategies of behavior in the real economy.
