L. ABALKIN. Thoughts on the Long-Term Strategy, Science and Democracy

The article covers unified issues of the long-term strategy development, the role of science as well as democracy development in present-day Russia. The problems of budget proficit, the Stabilization Fund issues, implementation of the adopted national projects, an increasing role of regions in strengthening the integrity and prosperity of the country are analyzed. The author reveals that the protection of businessmen and citizens from the all-embracing power of bureaucrats is the crucial condition of democratization of the society. Global trends of the world development and expert functions of the Russian science are presented as well.

M. ERSHOV. Economic Growth: New Problems and New Risks

The economic growth, which is underway in Russia, raises new questions to be addressed. How to improve the quality of growth, increasing the role of new competitive sectors and transforming them into the driving force of growth? How can progressive structural changes be implemented without hampering the rate of growth in general? What are the main external and internal risks, which may undermine positive trends of development? The author looks upon financial, monetary and foreign exchange aspects of the problem and comes up with some suggestions on how to make growth more competitive and sustainable.

G. FETISOV. The Dutch Disease in Russia: Macroeconomic and Structural Aspects

The article considers causes and consequences of the Dutch Disease in Russia. The author analyzes in detail the genesis of the Dutch Disease and models its beginning in the countries with non-market economy. Вasing on industrial structure analysis of the Russian economy, he draws the conclusion that in mitigating the Dutch Disease one should apply not only macroeconomic, but other methods as well, covering structural and institutional transformation.

V. KULESHOV, V. MARSHAK. Estimating Russian Economy Growth

The article presents the results of the research made on the basis of the dynamic currency circulation model developed in the Institute of Economics and Industrial Engineering, SB RAS. The model reflects the interaction between market agents operating in the commodities and services production sector (including new capacities and their construction lags), finance sector (commercial banks), the Central Bank of RF, exchange market, households and public sector. Through applying the model, the authors could receive and analyze basic economic parameters providing effective growth in the economy.

A. LIBMAN, B. KHEIFETS. Global Processes of Transnationalization and Russian Business

The paper considers the main stages of formation of multinational corporations, their role in international financial flows, fight against governmental protectionism and overcoming protective barriers of regional integration groups. It makes a systematic overview of the theories of multinational business and discusses their applicability for studies of transnationaization in the global economy. The paper specially emphasises the specifics of formation of the first Russian multinationals. It offers a taxonomy of factors, supporting the globalization of Russian business, as well as an assessment of its impact on economic development of Russia.

A. SKOROBOGATOV. Stock Market, the Institutional Structure and Stability Problem in the Capitalist Economy

The paper addresses the problem of interaction of the stock market and real investment in the contemporary economy. The stock market and the real economy are considered as autonomous economic worlds with growing domination of the stock market. From the Post Keynesian perspective the author shows the implications of the stock market domination for economic stability and welfare. In particular, narrowing of the planning horizons and regular shocks due to volatility of finance availability are considered, which may facilitate the crisis because the economy is financially fragile. The institutional prerequisites for the stock market isolation and domination over the real sector are analyzed.

The evolution of the world metallurgical complex in historical perspective is considered in the article. The factors of its slowing down and rising during different historical periods are pointed out. The role of the stock market as an instrument helping to attract funds in the industry even on the first stages of its development is analyzed. The author tracks the main trends of world metallurgy development, paying special attention to Russian metallurgical companies.

The article considers the distinctive characteristics of the Commonwealth of ¬Independent States as a regional economic union of states on the post-Soviet space. It emphasizes major conceptual approaches to determining strategy and basic tendencies of the CIS development, perfection of organizational and legal mechanisms of member states interaction. The article examines the prospects of the CIS transformation into an efficiently functioning economic union of states.
